How GE Appliances designs its ovens
GE ovens, whether in a wall unit or a range, heat with bake and broil elements or burners controlled by an electronic board that reads a temperature sensor at the back of the cavity. Electric ovens that won't heat usually have a burned-out element, sometimes with a visible blister. Gas ovens more often have a weak hot-surface igniter that glows but won't open the safety valve. When a GE oven cooks unevenly, the convection fan or its element may have failed. Self-cleaning cycles cause their own set of problems: a door lock that won't release, or a thermal fuse that opens after the extreme heat. We test all of these with a meter before looking at the board.

Let it cool fully, then try turning the power off at the breaker for a minute and back on. If it stays locked, the lock motor, its switch or the board may have failed. We release it safely and test the parts.
It's safe, but it'll ruin baking. Many GE ovens allow a user temperature adjustment. If the offset needed is large or keeps changing, the temperature sensor is often failing and we test it.
